/ Camera issue digital photography?

I want to start teaching photography myself because i cannot afford to take a class in it. My question is, what is really good digital camera for the good quality …. but I am a college student on his own and I want to keep prices low. So what do people use to edit photos, for example do things in a black color and white board? Is it just photoshop?
