Camera or no IS lens (landscape photography)?

The Canon 5D Mark II does not have is any more than the Canon 17-40mm L Lens (The first two pieces of equipment I plan to buy for photography). Is a remote shutter and a tripod good enough? Would be much more wind than the camera? I intend to get a Manfrotto (055XPROB) head with a ball of about 300 USD. Certainly will be good for now? I have already added all the equipment in place and up to about 5000 so I have to stick the goal of 17-40mm yet.

A remote release and tripod is best, RV, or not. We have taken the photograph landscape for over a hundred years … no image stabilization. If what you are shooting landscapes, I would recommend the EF 16-35mm f/2.8L II USM. The little beast mm difference can sometimes make the difference and of course, there is a stop faster
