2 questions flash photography?

Please answer both as clearly as possible secular. All this is very new to me. 1: EXPOSURE. When taking on manual mode, do I ignore the meter? … or should I allow the reading to say underexposed knowing add the flash of light? If yes, how many stops will be the best? 2: TV / AV: I read that it's really the shutter speed that mainly affects the exposure of the background so that you, it would be easier to maintain open and constant change of shutter speed. In this way, will be the shutter speed (or aperture priority) is better here?

Both good questions. 1. Exposure flash. flash synchronization is the most important factor you should consider before thinking about anything or meters. Most cameras have a shutter speed who works with the flash. In most cases it will be that shown on your camera that is red. Some, such as a Nikon D-40, sync speed 1/60th to 1/250th of a second, if that gives you choices. Flash uses what is called a GN (guide number). Your light meter readings of light room if you have reason to be ignored when determining your flash exposure, however, it is important that your shutter speed is in synchronization with the flash.
